This solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopses and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane.
Naval Surface Warfare Center (NSWC) Crane has a requirement for an anticipated five year Indefinite Delivery, Indefinite Quantity (IDIQ) contract with an estimated maximum value of $9,500,000 for repair and replenishment or procurement of Short Wave Infrared Cameras (SWIR), Visible-Near Infrared Cameras and Power Supply Electronics Cases, an incorporated and qualified component in the Multi-Spectral Targeting Systems. The anticipated initial delivery is FOB: Destination fourteen (14) weeks after contract award.
The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Quantum Imaging, Inc., 5061 North 30th Street, Colorado Springs, CO 80919-3247. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
A formal solicitation will not be posted to the FedBizOpps website. Interested parties may contact the POC below.
