About this opportunity
The National Oceanic and Atmospheric Administration's Pacific Marine Environmental Laboratory (PMEL) intends to award a purchase order on a sole source basis to SeaView Systems, Inc. for three SVS-603HR wave sensors. The procurement is being conducted under the authority of FAR 6.103-1, with delivery required in Seattle, Washington. The justification for the sole source determination is based on NOAA's requirement for compatibility with existing systems, as the SeaView wave sensor is the only device that integrates directly with the SeaTrac uncrewed surface vehicle (USV) platform through the existing RS232 binary communication interface implemented in the SeaTrac control and telemetry software. Using an alternative sensor would necessitate significant redesign of the onboard software, data parsing routines, and system integration, creating additional cost, schedule risks, and potential operational reliability impacts. This pre-solicitation notice is not a request for competitive proposals; however, interested firms believing they can fully meet the government's requirements may submit substantiating documentation or requests for additional information in writing within 15 days of publication to potentially trigger a competitive procurement process at the government's sole discretion.
No set-aside designation has been applied to this procurement. SeaView Systems, Inc. is identified as the intended sole source contractor and the only manufacturer and distributor of the SVS-603HR wave sensor model being procured. The quantity requirement consists of three units of the specified wave sensor equipment classified under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 6640 (Laboratory Equipment and Supplies). No specific award value or budget range has been disclosed in this pre-solicitation notice. The due date for any written requests or substantiating documentation from interested firms is March 27, 2026, which is 15 days from the March 13, 2026 posting date.
Notice text
***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) PACIFIC MARINE ENVIROMENTAL LABORATORY (PMEL), INTENDS TO NEGOTIATE AND AWARD A PURCHASE ORDER, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 6.103-1, WITH SEAVIEW SYSTEMS, INC. FOR QUANTITY 3 SVS-603HR WAVE SENSORS TO BE DELIVERED/PERFORMED AT SEATTLE, WA. NO SET ASIDE IS TO BE USED FOR THIS SOLE SOURCE REQUIREMENT. THE ASSOCIATED NAICS CODE IS 334511.
***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT FOR COMPATIBILITY TO EXISTING SYSTEMS OR EQUIPMENT. THE SEAVIEW WAVE SENSOR IS THE ONLY WAVE SENSOR THAT INTEGRATES DIRECTLY WITH THE SEATRAC UNCREWED SURFACE VEHICLE (USV) PLATFORM THROUGH THE EXISTING RS232 BINARY COUMMUNICATION INTERFACE ALREADY IMPLEMENTED IN THE SEATRAC CONTROL AND TELEMETRY SOFTWARE. USING ANOTHER SENSOR WOULD REQUIRE SIGNIFICANT REDESIGN OF THE ONBOARD SOFTWARE, DATA PARSING ROUTINES, AND SYSTEM INTEGRATION, INTRODUCING ADDITIONAL COST, SCHEDULE RISKS, AND POTENTIAL IMPACTS TO OPERATIONAL RELIABILITY. SEAVIEW SYSTEMS, INC. IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THIS SVS-603HR WAVE SENSOR.
***THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION OR A REQUEST FOR ADDITIONAL INFORMATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS PRE-SOLICITATION NOTICE. SUCH REQUESTS AND DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
