About this opportunity

The Department of Homeland Security's Customs and Border Protection (CBP) Laboratories and Scientific Services issued a sole source justification notice for the procurement of DCS 6 Digital Fingerprint Capture Systems from Foster & Freeman USA Inc. under contract 70B06C25C00000216, awarded on September 30, 2025, with a total value of $1,274,734.26. The procurement was justified as sole source because the DCS 6 system is the only digital friction ridge capture system that can integrate all required forensic imaging capabilities into a single, turnkey solution for detecting, capturing, and enhancing friction ridge impressions across various surfaces. Market research conducted between October 2024 and February 2025 confirmed that no other vendor offers a comparable system meeting CBP LSS's operational requirements for forensic evidence processing. The systems are essential for CBP's forensic operations and maintaining compliance with ANSI/ISO/IEC 17025 accreditation standards while supporting homeland security and federal criminal investigations. Foster & Freeman provided verification of the system's proprietary nature, confirming the unique capabilities that necessitated the sole source procurement approach.
