About this opportunity
Naval Surface Warfare Center, Crane Division intends to solicit a five-year, Indefinite Delivery Indefinite Quantity contract for production, acceptance, and delivery of the MK 25 Mod 0 Non-Lethal, 9-Bang Diversionary Hand Grenade on a sole-source basis, with a pre-solicitation notice due by August 4, 2026. The Government intends to negotiate exclusively with American Rheinmetall Munition Inc. (CAGE: 4XXK1), Vienna, Virginia, under FAR 6.103-1. The sole-source justification rests on lack of sufficient technical data, unacceptable duplicative costs unrecoverable through competition, and unacceptable delays from alternative sources.
All responsible sources may submit proposals, and interested companies may challenge the sole-source determination by submitting a capability package with a white paper not exceeding five pages demonstrating historical evidence of manufacturing, qualifying, and testing similar pyrotechnic or non-lethal munitions. The Government reserves discretion to change acquisition strategy to competitive procurement based on responses received. Information submitted will normally be evaluated solely for re-evaluating the sole-source justification or changing strategy. The solicitation and amendments will not post to sam.gov and are available only from the identified point of contact.
NAICS 332993 (Ammunition except Small Arms Manufacturing); PSC 1330 (Grenades).

The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, American Rheinmetall Munition Inc. (CAGE: 4XXK1), 2600 Park Tower Dr Ste 300, Vienna, VA 22180, under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a proposal, as appropriate, which will be considered by the agency.
However, a determination by the Government not to compete this proposed contract based upon responses to this pre-solicitation notice is solely within the discretion of the Government. To challenge this sole-source determination, interested companies must demonstrate they possess the capabilities, facilities, and technical expertise to produce the MK 25 Mod 0 grenade. All interested parties are encouraged to submit a capability package, including a white paper no longer than five pages, containing historical evidence of manufacturing, qualifying, and testing similar pyrotechnic or non-lethal munition solutions.
Responses should also detail the technical aspects of the proposed solution, performance parameters, current availability, and lead times. Furthermore, submissions should provide a budgetary estimate for test articles, production units, and production quantity breaks, identify other active or past Government contracts involving similar efforts, and state whether a demonstration of the grenade can be provided to expedite the Government's decision-making process.
