About this opportunity
The Department of the Treasury Internal Revenue Service (IRS) has issued a Special Notice of Intent to Sole Source a contract for maintenance of OPEX Falcon Scanners used by Criminal Investigation (CI). The notice pertains to a procurement action under Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1), which allows for single-source procurement when only one source is reasonably available. The Falcon Scanners are critical for high-speed document processing and support CSD case processing operations. These scanners include proprietary software (CertainScan) and unique hardware components that can only be serviced by OPEX Corporation as the sole manufacturer and certified maintenance provider. The procurement is specifically focused on maintaining the functionality of these specialized document scanning systems.
The primary objective of this Special Notice is to solicit potential alternative vendors who might demonstrate equivalent capability to provide maintenance for the OPEX Falcon Scanners. Interested contractors must submit their responses by noon EST on April 23, 2025, and include specific details such as company name, SAM Unique Entity ID, CAGE Code, point of contact information, and comprehensive product capabilities that could match the scanner maintenance requirements. The notice is structured as an 8(a) Sole Source procurement with a one-base-year contract and four potential option years. Eligibility is implicitly limited to vendors who can prove technical equivalence to OPEX's proprietary maintenance capabilities. The IRS retains full discretion to determine whether to compete the procurement based on the responses received, with the ultimate goal of ensuring uninterrupted, efficient document processing for Criminal Investigation operations. Contractors interested in this opportunity should carefully review the technical specifications and be prepared to demonstrate comprehensive maintenance capabilities for these specialized scanning systems.
