About this opportunity
The U.S. Immigration and Customs Enforcement (ICE), specifically the Office of Acquisition Management (OAQ), has issued a Special Notice announcing its intent to award a sole source purchase order to the State of Michigan Department of Management & Budget. The notice pertains to acquiring access to Michigan's Public Safety Communications System (MPSCS), a statewide emergency communication service critical to ICE's Enforcement & Removal Operations (ERO) mission. After conducting extensive market research, ICE determined that MPSCS is the only available provider of a stable and secure communication framework for local, state, federal, tribal, and private first responders. The sole source justification is based on the unique capability of the MPSCS to provide essential emergency communication services that cannot be replicated by any other agency or provider. The contract will be executed using FAR Part 13 procedures under the authority of FAR 13.106-1(b)(1)(i).
Interested parties have until 9:00 AM Eastern Standard Time on May 23, 2025, to respond to the notice by emailing Andrew.Hadden@ice.dhs.gov with the subject line "Response to Notice of Intent - Statewide Emergency Communication Service Lansing, MI". Contractors are expected to demonstrate their capability to fulfill the requirement without cost to the government, though the notice explicitly states this is not a request for proposals or quotes. The anticipated NAICS code for this opportunity is 517810 - All Other Telecommunications. The government retains the discretion to cancel the sole source award and will consider any submitted information solely to determine whether a competitive procurement is in the best interest of the government. Potential respondents should understand that this is an informational notice, and unsolicited requests for solicitation copies will not be honored. The primary objective is to access the state's emergency communication system to enhance ICE/ERO's ability to respond effectively to emergencies.
