Auburn University is the only source capable of meeting NIST's specialized requirements for custom micro specimens with precise geometries designed by NIST, specific chemical compositions and microstructures mimicking semiconductor interconnects, and ancillary components such as grip sections and pin holes. Market research conducted from November 2024 through December 2025 included internet searches, GSA and Thomas Register reviews, attendance at two industry conferences (IEEE PAINE and IMAPS Symposium), and two Sources Sought notices posted on SAM.gov (NIST-SS25-21 from February 21 to March 14, 2025, and NIST-SS26-CHIPS-04 from November 18 to December 3, 2025). Only Auburn University responded to these solicitation efforts.

The period of performance comprises a 2-year base period plus a 1-year option period. The contract includes progress reports, drafts of journal publications, and conference presentations.
