About this opportunity

The U.S. Coast Guard intends to award a sole-source task order to OCT Consulting, LLC for acquisition support services under an exception to fair opportunity, with a total estimated value of $1,788,246.55.

The justification cites RFO 16.507-6(b)(3), treating this as a logical follow-on to the original competitively awarded task order under GSA OASIS among 8(a) contract holders. OCT Consulting has provided acquisition support services to the USCG for over five years, currently deploying 22 Full-Time Equivalents to support the Head of Contracting Activity and Office of Procurement Policy and Oversight. Services include pre-award and contract administration, closeout, data migration, financial and procurement process compliance, centralized contract filing inventory management, and support for FPDS-NG, the USCG Contract Writing System, and the Invoice Processing Platform. The previous task order expired September 28, 2025, with extensions through March 28, 2026, followed by a bridge contract expiring September 29, 2026. A competitive solicitation was previously issued; the bridge period covers the minimum time necessary to resolve an ongoing protest and facilitate transition to new contractors.

The base period runs three months from September 30, 2026 to December 29, 2026 ($1,072,947.93), with a two-month option from December 30, 2026 to February 28, 2027 ($715,298.62). Funding is provided through Operations and Support in Fiscal Year 2026. The Contracting Officer determined pricing is fair and reasonable based on GSA OASIS+ contract rates. Mission-critical operations support 22,000 annual contracting actions valued at $3.2 billion; service interruption would jeopardize high-visibility procurements and regulatory compliance. Place of performance is McLean, Virginia (OCT Consulting headquarters address: 8260 Greensboro Drive, Suite 435).
