About this opportunity
The Department of Homeland Security U.S. Citizenship and Immigration Services Office of Contracting has awarded a sole-source task order to Paperless Innovations Inc. under GSA Multiple Award Schedule SIN 54151ECOM for continued licensing and support of the Actus purchase card management system on a firm fixed price basis.
USCIS justifies the sole-source action under RFO GSAM/R 538.7104-3(b)(1)(ii), only one source, on the basis that Actus is the only FedRAMP-certified purchase card management Commercial Off-the-Shelf system available from a cloud SaaS provider meeting government financial management policy requirements and audit compliance standards. Market research conducted in April 2026 confirmed no other GSA schedule holders offer comparable FedRAMP-certified solutions. Actus is also the only product recommended by the Treasury Quality Services Management Office marketplace as a pre-vetted standard for government purchase card management. The system will automate purchase card approval workflows, provide customizable options for USCIS's unique needs, support over 300 government credit cards currently issued to authorized USCIS personnel, and eventually interface with USCIS's planned SAP S4/HANA financial management system via API. The contracting officer will assess GSA-established license prices for reasonableness against an Independent Government Cost Estimate and published price lists, requesting additional discounts before award. Place of performance is not specified in the source material. The requirement justification log number is FY26-0145.
