THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to award a delivery order under Basic Ordering Agreement (BOA) N61340-12-G-0001 to L-3 Communications Corporation, Link Simulation and Training Division (L-3) Company for the procurement of F/A-18 C HD9 Retrofit Kits for Tactical Operational Flight Trainers (TOFTs) 14 and 41 in NAS Oceana, Footprint Reduction/ System Area Network (FR/SAN) capabilities for TOFT 24 in L-3 Arlington, TX and TOFTs 41, 14, 20, 21, 22, 23 in NAS Oceana and associated spares for the requirements. Additionally, the Government requires F/A-18C TOFT (Serial Number 24) be shipped to L-3 Arlington, TX in a facility for storage in a safe, secure, environmentally controlled location for up to a year.
Award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling F/A-18 mission training requirements.
This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).
