About this opportunity

The Consumer Product Safety Commission intends to issue a sole-source contract to MedShock Analytics, LLC for full-face snorkel testing by August 24, 2026; interested vendors may submit capability statements demonstrating alternative capacity to meet this requirement by that deadline. CPSC has identified MedShock as the only vendor with equipment capable of mimicking human breathing while testing these snorkels. The contract requires a comprehensive engineering and physiological evaluation of full-face snorkel masks to quantify life-threatening hazards including unsafe carbon dioxide accumulation and excessive respiratory effort, generating technical evidence for CPSC to establish or improve safety standards and prevent fatalities. Work includes physical evaluation of 20 to 25 mask samples, laboratory testing using an automated breathing metabolic simulator to measure resistive effort and CO2 accumulation at various work rates, and correlation of findings to mask characteristics. Performance spans one year with deliverables including kickoff within four weeks, biweekly status reports, monthly meetings with the Contracting Officer's Representative, batch summaries after each five samples, a report outline within 40 weeks, draft within 44 weeks, and final report within 50 weeks. Required personnel include at least one key staff member holding a PhD in Biomedical Engineering or related field with expertise in underwater breathing systems, respiratory injury physiology, and snorkel mask design. CPSC will award this as a simplified acquisition under FAR Subpart 12. Vendors claiming equivalent capability must email supporting evidence in sufficient detail to fpritchett@cpsc.gov by 12 PM EST August 24, 2026; telephone requests are not accepted.

Notice text

The Consumer Product Safety Commission (CPSC) intends to issue a solicitation on a sole-source basis to MedShock Analytics, LLC, (Dr. Rachel Lance), 530 Wellingham Dr., Durham, NC 27713. CPSC has identified only one vendor with the necessary equipment capable of mimicking human breathing while testing these types of snorkels. The purpose of this requirement is to perform a comprehensive engineering and physiological evaluation of full-face snorkel masks to address critical safety concerns regarding product design and user health. This evaluation is justified by the need to quantify life-threatening hazards specifically unsafe carbon dioxide accumulation and excessive respiratory effort to provide the technical evidence necessary for the CPSC to establish or improve safety standards and protect the general public from potential fatalities.

CPSC intends to negotiate this requirement under the authority of Revolutionary FAR Overhaul Subpart 6.103-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with RFO Subpart 12 procedures. Interested persons may identify with their interest and submit a capability statement demonstrating their ability to meet this requirement.
