Notice text

Added: May 07, 2013 2:30 pm This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane.

Naval Surface Warfare Center Crane Division plans to enter into an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract for a maximum twelve month performance with URS Federal Technical Services (URS), 20501 Seneca Meadows Parkway, Suite 300, Germantown, MD 20878.

It is anticipated that Fixed Price Level of Effort (FPLOE) task orders will be issued as required for a continuation of engineering, technical and programmatic support for EW/IO. In accordance with the statement of work, tasks will include R&D support; system engineering and process engineering; modeling, simulation, and analysis; prototyping, pre-production, model-making and fabrication support; system design documentation and technical data support; software engineering, development, programming and network support; reliability, maintainability and availability; human factors, performance and usability engineering; system safety engineering; configuration management; quality assurance; interoperability, test & evaluation, trials; logistics; supply and provisioning; training; and program support.

This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in the technical support of critical weapon systems. These EW requirements play a central role in the Navy’s combat mission. Any interruption in deliveries and support of these critical projects would result in delays of weapon system fielding and reduced warfighter effectiveness due to loss of full mission capability. URS is the only vendor capable of continuing to provide the Navy with uninterrupted systems engineering, technical and programmatic support.

A formal solicitation will not be issued.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Interested entities may identify their interest and capability to respond to the requirement. Direct questions to Ms. Julie D. Wittmer by e-mail julie.wittmer@navy.mil (preferred) or by phone 812-854-3847. Please reference the last four digits of the solicitation number when responding to this notice.
