About this opportunity
The Indian Health Service (IHS), a division of the Department of Health and Human Services, has published a Notice of Intent to Issue a Sole Source Award for maintenance and support services related to a GE Healthcare Edison True PACS system at the White Earth Health Center in Ogema, Minnesota. The contract will be awarded on a sole source basis to GE Healthcare under Federal Acquisition Regulation 13.501(a), as GE is identified as the only responsible source capable of providing the required proprietary software updates and system support. The anticipated contract will be structured as a firm fixed-price agreement with a base year plus four option years, with a total estimated value of $110,000.00. The period of performance for the base year runs from May 1, 2026 through April 30, 2027. The NAICS code assigned to this procurement is 541519 - Other Computer Related Services.
Interested parties have until February 23, 2026 to respond to this notice of intent by submitting documentation to Purchasing Agent Winona Kitto at winona.kitto@ihs.gov. The purpose of this solicitation is to secure preventative maintenance, software and security updates, and repair service support for the Edison True PACS imaging system that has been installed at the White Earth Health Center. Responders must submit clear and convincing evidence demonstrating that competition would be advantageous to the government, along with technical capabilities and information proving their ability to meet the government's needs. The sole source justification is based on GE's exclusive ownership of the current PACS system and the necessity for immediate service availability upon the system's projected year-end 2025 go-live date. This notice is not a request for competitive quotes but rather an opportunity for interested parties to challenge the sole source determination or demonstrate alternative capabilities.
