About this opportunity

The Naval Surface Warfare Center Panama City Division is conducting a sole source procurement directly to The MathWorks Inc. for MATLAB software products and related technical toolboxes. The procurement includes multiple software licenses such as MATLAB, Simulink, Audio Toolbox, DSP System Toolbox, Embedded Coder, and several other specialized toolboxes, with two Standard, Designated Computer, Perpetual licenses required for each product. The sole source justification is based on the current use of this software by project personnel, where switching to alternative products would require costly retraining, cause project delays, and introduce unacceptable risks of error. The contract will be evaluated using best value methodology considering price, delivery, quality, and past performance factors. Responses are due by July 30, 2025, just two days after the July 28, 2025 posting date.

This procurement does not utilize any set-aside designations and is being awarded directly to The MathWorks Inc. as the exclusive manufacturer and North American provider of these software products. The contract value will exceed micro-purchase levels but remain below the simplified acquisition threshold of $250,000, funded through FY 2025 Operation and Maintenance, Navy funds. The procurement requires delivery of all software products within four weeks after order award. Performance will take place at PC Beach, Florida 32407, with specific delivery restrictions requiring all shipments to enter the base prior to 1430 hours during normal operating hours of 0830-1500. The acquisition will be conducted using simplified acquisition procedures under a firm fixed-price purchase order structure.

MATHWORKS SOFTWARE PRODUCTS The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a sole source, firm fixed price purchase order using simplified acquisition procedures to MathWorks for MatLab software products. If another brand software were to be selected, the time and cost to retrain personnel who use this software would result in project delay, additional costs, and introduce unacceptable risk of error in the projects. MathWorks, Inc. is the sole manufacturer, publisher and owner of MathWorks software products and the sole provider for these products in North America. No other company can provide what is required in this procurement.
