About this opportunity
The Naval Surface Warfare Center (NSWC), Crane Division intends to award a sole-source job order under Basic Ordering Agreement N0016425GJW74 to BAE Systems Information and Electronics for Combat System Mission Crew Workstation (CS-MCW) assemblies supporting the P-8A Poseidon aircraft's Mission Crew Workstation aboard MPRA PMA-290 platforms. The procurement is being conducted under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, with competition restricted because BAE Systems is the Original Equipment Manufacturer (OEM) possessing the unique technical skills, software documentation, test fixtures, quality procedures, and technical data necessary for manufacturing and engineering support. The justification for sole-source award includes BAE's exclusive capabilities and the determination that seeking alternative sources would create unacceptable delays and duplicative costs not recoverable through competition. The solicitation will not be posted publicly on sam.gov but will be provided directly to BAE Systems electronically. The closing date for this pre-solicitation notice was August 14, 2025, at 2:00 PM Eastern Time.
This procurement does not utilize any set-aside designations and identifies BAE Systems Information and Electronics, located at 450 Pulaski Road, Greenlawn, NY 11740-1609, as the sole intended contractor. The job order encompasses a base year quantity of seven CS-MCW shipsets with an option for ten additional shipsets, where each shipset consists of two BAE part number 8542071-2 CS-MCW Assemblies. The anticipated contract award date is February 26, 2026, with delivery terms specified as FOB Origin and inspection and acceptance occurring at the source facility. The delivery schedule extends 24 months after contract award, and the overall ceiling for the underlying Basic Ordering Agreement remains unchanged from its original terms. Potential subcontractors interested in participating must contact BAE Systems directly, and all contractors must maintain active registration in the System for Award Management (SAM).

N0016425GJW74 JOB ORDER 0002 – SOLE SOURCE – COMBAT SYSTEM MISSION CREW WORKSTATION (CS-MCW) PSC: 5821 – NAICS: 334220
Issue Date: 14 July 2025 – Closing Date: 14 August 2025 – 2:00 PM Eastern Time
Naval Surface Warfare Center (NSWC), Crane Division intends to award the second Job Order (JO) under sole-source Basic Ordering Agreement (BOA) N0016425GJW74. The BOA will be issued to BAE Systems Information and Electronics, 450 Pulaski Road, Greenlawn, NY 11740-1609. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory 10 U.S.C. 3204 (a)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that the Original Equipment Manufacturer (OEM), BAE, is the only one that possesses: the required skills, software documentation, test fixtures and stations, quality and performance acceptance test procedures experience, and technical data necessary to directly manufacture and perform the required engineering support and repair actions. Additional bases were unacceptable delays in fulfilling the agency requirements through any other source, and duplicative costs to the Government that are not expected to be recovered through competition. The overall ceiling for BOA N0016425GJW74 will remain unchanged.
The JO is in support of the MPRA PMA-290 Mission Crew Workstation (MCW) aboard the P-8A Poseidon. This JO is for the procurement of a base year quantity of seven (7) each of CS-MCW shipsets, with an option line item of quantity ten (10) each of CS-MCW shipsets. Each shipset consists of quantity two (2) of BAE part number (P/N) 8542071-2 CS-MCW Assemblies. The anticipated delivery terms for this acquisition will be FOB Origin. Inspection and Acceptance is anticipated to be at the Source. The delivery schedule is anticipated to be 24 months after contract award.
A request for proposal will not be made available through sam.gov. The request for proposal will be provided to BAE Systems Information and Electronics via electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 16. The anticipated contract action award date is 26 February 2026. Responsible sources may submit a capability statement, proposal, or quotation which may be considered by the agency. Companies interested in subcontracting opportunities should contact BAE Systems directly.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
