About this opportunity
The Naval Sea Systems Command is soliciting a sole source quote from Brigham Young University for experimental research data services on cavity measurements, with quotes due June 3 at 1400 Eastern Standard Time. The Government has determined that only Brigham Young University possesses the unique experimental water entry facilities, technical expertise, and proprietary instrumentation necessary to conduct the required measurements, and the Office of Small Business Programs has concurred with the sole source determination.
Work is performed at Brigham Young University over a 12-month period ending December 31, 2026, with delivery at Naval Station Newport, Rhode Island. The contractor shall conduct experimental research investigating high-speed water entry physics, measuring cavity pressure in the wake of spherical bodies entering water at speeds exceeding 300 m/s under both atmospheric and reduced ambient pressure conditions. Three Contract Data Requirements Lists are specified: a Technical Report (A001) containing the proposed experimental test matrix with raw video, hydrophone, and pressure sensor data subject to government approval; a Test Report (A002) documenting experimental results including pressure measurements and high-speed imaging; and an optional Test Report (A003) containing planar laser-induced fluorescence measurements to determine time-varying splash sheet thickness. All reports accept contractor format or peer-reviewed journal articles and are due by contract period end.
The NAICS code is 611310, Colleges, Universities, and Professional Schools; PSC code is R425, Support—Professional: Engineering/Technical. The award is Firm Fixed Price under FAR 12 procedures. The contractor must comply with 32 CFR Part 117 (NISPOM), Controlled Unclassified Information handling per DoD Instruction 5200.48, and Operations Security protocols per National Security Decision Directive 298. Active SAM registration is required prior to award. Quotes must be submitted electronically to elizabeth.a.peckham2.civ@us.navy.mil.
