About this opportunity

The Naval Surface Warfare Center (NSWC) Crane, operating under the Department of the Navy Naval Sea Systems Command, is conducting a sole-source procurement for five units of the Safran Oralia/Advanced Radar SPY-6 SecureSync 2400 Time & Frequency synchronization system (Part Number 2402-023). The procurement is being conducted under FAR 13.106-1 authority and is specifically designated as brand name only for Orelia Government Systems in Rochester, NY, as the original equipment manufacturer. The required system includes two expansion slots for option cards, a single fixed AC power supply, low phase noise OCXO oscillator, L1 GNSS reference, SMA to N-type conversion RF cable, front panel mounting ears, quick start guide, and AC power cords. The justification for sole-source procurement is that the Safran Oralia system is specifically used in SPY-6 DREX test sets to generate a low-noise, stable 10MHz reference for LRU clocking and signal generation. The solicitation was posted on June 30, 2025, with offers due by July 18, 2025, at 12:00 AM Eastern Time, submitted via email to kelli.l.beasley.civ@us.navy.mil.

The procurement was initially designated as a Women-Owned Small Business (WOSB) set-aside but was subsequently amended on July 2, 2025, to change the set-aside designation from 100 percent to Small Business. Orelia Government Systems of Rochester, NY, is identified as the sole source contractor for this procurement, serving as the original equipment manufacturer for the Safran Oralia system. The contract falls under NAICS code 334111 (Electronic Computer Manufacturing) with a size standard of 1,250 employees and PSC code 7C20 for IT and telecom data center products. The solicitation requires exactly five units of the synchronization system, with all contractors required to be properly registered in the System for Award Management (SAM). While no specific contract value is disclosed in the solicitation documents, the procurement is being conducted under FAR Part 13 procedures, and interested vendors are advised to monitor SAM.gov for any amendments or changes to the requirement.
