About this opportunity
The United States Air Force Test Center at Edwards Air Force Base, California has published a sole source award notice for VPX switches to be supplied by Elma Electronics Incorporated. The contract opportunity falls under the Computer Terminal and Other Computer Peripheral Equipment Manufacturing NAICS category and involves IT and telecommunications high-performance compute hardware. The Air Force Test Center's Directorate of Contracting intends to execute this procurement using other than full and open competition procedures. The notice was posted on September 24, 2025, with a due date of September 25, 2025, and serves as an informational synopsis of the contract action. The procurement is being conducted under FAR 13.106-1(b)(1)(i) for sole source acquisitions exceeding the simplified acquisition threshold.
The purpose of this sole source award is to procure the ComEth4591a VPX switches that meet specific FOX BOX chassis design specifications, SOSA 1.0 compliance, and conduction-cooled ruggedization requirements. The Air Force justified the lack of competition by explaining that Elma Electronics is the only North American authorized distributor for this specialized item manufactured by E Interface Concept, and it is the only currently available VPX switch meeting their technical requirements. Market research conducted on September 22, 2025, identified five potential vendors, but only Elma provided a feasible solution, and the Air Armament Test Center has already funded non-recurring engineering costs to adapt their design. This is an informational notice only, meaning no proposals are being solicited, as the contract award decision has already been made. Contractors seeking additional information can contact the specified contracting officers, Mr. Falilou Diouck or Mr. Abel Alcantar, via the provided email addresses.
