This is a notification of an award of a sole source procurement under NAICS code 513210:  This industry comprises establishments primarily engaged in software publishing. Establishments in this industry carry out operations necessary for producing and distributing computer software, such as designing, providing documentation, assisting in installation, and providing support services to software purchasers. These establishments may design, develop, and publish, or publish only. These establishments may publish and distribute software through subscriptions and/or downloads.

This industry comprises establishments primarily engaged in software publishing. PolicyStat is an electronic healthcare policy & procedure management system implemented in (9) PAIHS healthcare facilities. This cloud-based software enables the facilities across the Phoenix Area to align policy management processes, increase capabilities and standardization, and facilitate compliance with regulatory and accreditation requirements. In addition, this service will provide collaboration and organization across the PAIHS with an automated approval and review process. The software provides the information necessary to assist our leadership in maintaining compliance with their accreditation body and comply with Medicare requirements, including Conditions of Participation (CoP), allowing our facilities to meet the standards of the Joint Commission and AAAHC. Areas for service to be provided include the Elko Service Unit, Hopi Health Care Center, Colorado River Service Unit (Inclusive of Parker Indian Health, Peach Springs Health Center, Chemehuevi Clinic, Supai Clinic, Moapa Clinic), Desert Visions, Nevada Skies, Phoenix Indian Medical Center, Uintah-Ouray Service Unit, Whiteriver Service Unit, Fort Yuma, and the Phoenix Office Area.

In accordance with and under the authority of FAR 6.302-1(a)(2), Only One responsible source and no other supplies or services will satisfy agency requirements. DATIX (USA) Incorporated is the sole source provider for the Policy Stat Software utilized for all (9) Phoenix Area Indian Health Service locations. The period of performance is 27 March 2025 through 26 March 2026.

If you can provide the services requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to Michele.Lodge@ihs.gov  referencing notice number PHX-SS-25-006 by 3PM (EST), 5 February 2025. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
