About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), specifically its Eastern Region Acquisition Division, Simplified Acquisition Branch, issued this Special Notice on December 29, 2025, announcing its intent to negotiate a sole-source contract with Applanix Corp. The procurement seeks continued support services, maintenance, and licensing for an existing Applanix Digital Sensor System (DSS) and associated software. NOAA's National Geodetic Survey (NGS) Remote Sensing Division currently operates this equipment to support the Coastal Mapping Program, which serves NOAA's congressionally mandated mission to survey the National Shoreline and nearshore bathymetry. Market research has determined that Applanix is the only responsible source capable of meeting the agency's requirements, as it is both the manufacturer and sole provider of maintenance and software licensing for its proprietary systems. The procurement authority is established under FAR 13.106-1(b)(1)(i) for cases involving only one responsible source.
The primary objective of this notice is to inform interested parties of NOAA's intent to award a sole-source contract and to provide an opportunity for any capable vendors to challenge this determination. Interested parties may submit a Capability Statement to demonstrate their capacity to meet the requirements; all submissions must be received by 11:00 AM EST on January 13, 2026, directed to Contract Specialist Chelsea Vera. This is not a competitive solicitation, and no bids or quotes will be solicited through the Contract Opportunities website. The procurement is classified under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a 600-employee business size standard and falls under PSC category R499 (Support- Professional: Other). The final determination to compete or award this requirement remains solely within the government's discretion, meaning NOAA may proceed with the sole-source contract to Applanix or reopen competition based on submitted capability statements.
