About this opportunity
The Defense Logistics Agency Troop Support Clothing and Textiles is seeking proposals for soldier crew tents and related components, including various tent configurations in green/tan and green/white color schemes, covers, body assemblies, frame assemblies, and fly assemblies under multiple National Stock Numbers. The procurement will establish a Firm Fixed Price, Indefinite Delivery Type Contract with a production lead time of 180 days after award and deliveries to Pendergrass, Georgia and Barstow, California. All items must comply with the Berry Amendment requirements, meaning clothing and textile items must be grown, reprocessed, reused, melted, or produced in the United States, its possessions, or Puerto Rico unless specific exceptions apply. Award will be based on the lowest priced proposal, and a First Article sample will be required 90 days after contract award at the contractor's facility. The pre-solicitation notice was posted on June 16, 2025, with responses due by July 7, 2025, and interested vendors must register through the DLA Internet Bid Board System (DIBBS) to access the full Request for Proposals.
This opportunity is designated as a partial small business set-aside with evaluation preference given to HubZone Small Businesses, though the solicitation will be issued on an unrestricted basis. The contract structure allows for subsequent deliveries to be scheduled in 30-day increments within a twelve-month timeframe following the initial 180-day production period. No specific contract value or quantity information is provided in this pre-solicitation notice, as those details will be included in the formal RFP. Companies interested in bidding must have a Commercial and Government Entity (CAGE) Code and be registered in the System for Award Management (SAM) system to access the secure portions of DLA DIBBS. The procurement falls under NAICS code 314910 for Textile Bag and Canvas Mills and PSC code 8340 for Tents and Tarpaulins, indicating the specialized nature of the military textile manufacturing required.
