About this opportunity

The Naval Sea Systems Command is seeking to procure SolarWinds software licenses and maintenance through Request for Quote N6426725Q4229, specifically targeting five software products: Virtualization Manager VM8 (up to 8 sockets), IP Address Manager IP4000 (up to 4096 IPs), Network Performance Monitor SL2000 (up to 2000 elements), Network Configuration Manager DL100 (up to 100 nodes), and NetFlow Traffic Analyzer Module, each including first-year maintenance licenses. This procurement is restricted exclusively to current Department of Defense Enterprise Software Initiative Blanket Purchase Agreement holders, requiring offerors to be Original Equipment Manufacturers, authorized dealers, distributors, or resellers with proper manufacturer authorization documentation. The solicitation operates under an all-or-none requirement where partial quotes will be rejected, and awards will be made using the Lowest Price Technically Acceptable evaluation method to the responsible offeror whose conforming offer provides the most advantage to the government. Offerors must maintain active System for Award Management registration and submit quotes electronically by August 29, 2025. Only new OEM equipment is acceptable, with gray market or remanufactured items explicitly prohibited, and quotes must remain valid for 60 days.

This procurement carries no set-aside designation and is being conducted as a limited-sources justification based on SolarWinds' current provision of critical infrastructure support for the Corona Network. The justification document indicates that SolarWinds software is essential for maintaining existing data manager software integrations, and implementing alternative brands would result in lost integrations and potential custom development requirements. Each of the five software products has a quantity of one unit, with serial number SW22783256, and delivery is required to the Naval Surface Warfare Center Corona Division by September 10, 2025. The place of performance is located in Norco, California, where the procurement supports growing IT resource demands while maintaining cost-effective licensing arrangements. The agency has indicated no current plans to compete these contracts and will evaluate future competition feasibility only if alternative sources become available.
