About this opportunity

The Naval Surface Warfare Center Corona Division is procuring specialized telecommunications hardware components for the Weapons Impact Scoring Set (WISS) program through solicitation N6426725Q4179. The procurement includes 7 IOEX-4422 I/O Expansion Modules, 7 Z9-IO-PE-ZE units, and 2 ZumLink Radios from Freewave Technologies, which are used to evaluate pilot close air support skills at Navy, Air Force, and allied training ranges. This is an all-or-none requirement evaluated under Lowest Price Technically Acceptable (LPTA) criteria, meaning partial quotes will be rejected and award will go to the responsible offeror with the lowest price that meets all technical specifications. Offerors must be Original Equipment Manufacturers, authorized dealers, distributors, or resellers and must provide proof of authorization from the OEM. Quotes are due no later than August 22, 2025, must be submitted electronically in PDF or MS Word format, and must remain valid for 60 days.

This procurement is designated as a Total Small Business set-aside, with Freewave Technologies appearing to be the sole source provider based on the brand name justification that emphasizes the critical need for these specific components. The equipment must be delivered within 30 days to the NSWC facility in Norco, California, and must be new from the OEM with standard commercial warranties, as gray market or used items will not be accepted. The justification document indicates that changing to an alternative manufacturer would cost approximately $180,000 in additional expenses for testing, software development, and certification processes. The WISS program supports training operations across multiple military services and allied forces, highlighting the strategic importance of maintaining compatibility with existing systems. All equipment must meet the harsh environmental conditions required for military training range operations.
