About this opportunity

The US Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) requires the use of Mobile Inelastic Neutron Scattering technology to measure soil carbon across 5,000 acres of an Army installation. The technology, developed by USDA and licensed to Carbon Asset Solutions (USA) Inc., will be used to validate a carbon model being developed for a carbon toolkit project. The contract is intended to be awarded on a sole-source basis to Carbon Asset Solutions (USA) Inc. due to the unique capabilities of their technology.

Services and products to be provided:

  1. Utilization of Mobile Inelastic Neutron Scattering technology.
  2. Measurement of soil carbon across 5,000 acres of an Army installation.
  3. Validation of a carbon model.
  4. Provision of a licensed prototype of the technology.
  5. Measurement of carbon at a rate of 64 acres per hour.

Notice text

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to utilize Mobile Inelastic Neutron Scattering technology to measure soil carbon across 5,000 acres of an Army installation to validate a carbon model being developed as part of the overall carbon toolkit project.

ERDC-CERL intends to award a purchase order on a sole-source basis to Carbon Asset Solutions (USA) Inc. in
accordance with FAR 13.106-1(b)(1).

Their Mobile Inelastic Neutron Scattering method is a novel technology recently developed by USDA and licensed to CAS that is vastly superior in terms of accuracy to conventional soil carbon measurement. It is determined that this technology is the only one that can meet the needs to measure carbon on 5,000 acres of training lands per installation. In addition, it is the only technology of its kind that can measure carbon at a rate of 64 acres per hour. As this technology currently exists as a licensed prototype, only a single vendor is capable of providing this service.

Because of these reasons, Carbon Asset Solutions (USA), Inc. is the sole source for this procurement.
