Notice text

The Centers for Disease Control and Prevention (CDC) National Center for Envuronmental Health(NCEH) Division of Laboratory Sciences (DLS) intends to award a brand name requirement , firm-fixed price purchase order for Thermo Scientific Direct Mass Technology QE UHMR Field software to enhance the capability of already existing Thermo UHMR orbitrap mass spectrometer, for preparing and supporting CCB's fast response to COVID-19 and other viral diseases.  Traditional mass spectrometry can only detect the mass-to-charge ratio (m/z) and assign the charge indirectly for the analysis of large size biomolecules and complexes. This new mode enables the direct and accurate mass detection by simultaneous measuring both charge and m/z that can significantly improve the mass range (from kDa to Mda), dynamic, and sensitivity of our UHMR instrument. This will allow DLS to develop new start-to-finish workflows for the characterization of intact proteins including diagnostic and therapeutic antibodies, viral proteins, and virus particles. Additionally, this upgrade mode of UHMR would unlock the ability to clearly decipher complex mixtures of large macromolecules. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).

This notice of intent is NOT a request for competitive quotations. An official solicitation will be posted at a future date. However, firms that believe they can meet the requirement are welcome to identify themselves and provide a substantive statement with descriptive literature and any other supporting information within ten (10) days of issuance of this notice to be considered by the government. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses or questions should be emailed to the contract specialist at mpr3@cdc.gov with an email Subject line of: Direct Mass Technology QE UHMR Field Upgrade software PR 71414/79184.

PLEASE NOTE, IF YOUR EMAIL DOES NOT HAVE THE PROPER SUBJECT LINE, THERE IS RISK OF YOUR EMAIL/RESPONSE NOT BEING RECEIVED.
