The Naval Air Systems Command intends to negotiate a sole source Basic Ordering Agreement (BOA) order with Lockheed Martin Mission Systems and Training (LM MST), Owego, NY. The anticipated order is for the nonrecurring efforts for integration and test of Software Product Improvement (SWPI) into MH-60S aircraft.

This procurement will include but is not limited to LM MST's support of Government integration and test of SWPI products on the Gen III and Gen V Mission Computers (MCs) and incorporation of all SWPI product threshold requirements into the MH-60R/S product line baseline. The SWPI effort shall produce an aircraft configuration and software version, for Contractor Test (CT) and Government Test, via a Product Test Verification (PTV). The Contractor shall incorporate SWPI through an Engineering Change Proposal (ECP) to the Fleet and production.

This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. LM MST has the proprietary technical data, experience, equipment, and special skills to furnish the supplies and services within the required timeframe.

Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
