About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 (VA VISN 9) is seeking market research information for a Software License and Support contract. The procurement focuses on implementing a patient lab ordering and labeling system for positive patient identification across multiple VA clinics and facilities in Tennessee and Kentucky. Interested contractors must provide a comprehensive response including company name, size status, service capability statement, SAM Entity Unique Identifier, contact details, and examples of similar past work. Responses are required to be submitted via email to mario.russell@va.gov by May 8, 2025, with contractors encouraged to specify their small business certification status such as SDVOSB, VOSB, Hub Zone, 8(a), or women-owned. All respondents must be registered in the System for Award Management (SAM) and understand that this is a market research initiative, not a formal solicitation.

The pre-solicitation notice does not indicate a specific set-aside designation, meaning the opportunity is open to all qualifying contractors. The contract appears to be structured with a base year and four option years, with an initial performance period of 120 calendar days or less from the award date. While specific award values are not disclosed, the project involves implementing a software system that integrates with Veterans Health Information Systems and Technology Architecture (VISTA) and Computerized Patient Record System (CPRS). The system will enable creation and printing of lab orders and specimen labels with bar-coded stickers, tracking collection data and ensuring patient identification across multiple healthcare facilities. Potential vendors are expected to provide on-site training, configuration assistance, database files, installation packages, and 24/7 phone support as part of the contract requirements.
