About this opportunity
The Department of the Army Corps of Engineers Engineering District Tulsa has issued a Special Notice for a firm-fixed price construction contract at Tinker Air Force Base in Oklahoma. The notice specifically addresses the procurement of Cummins Generators for a Software Integration Lab project. This procurement is being conducted under Section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 and follows specific Defense Acquisition Regulation Supplement guidelines. The justification for using brand name specifications centers on maintaining equipment redundancy, facilitating maintenance, and ensuring availability of replacement parts across base modernization and retrofit projects. The notice was posted on February 10, 2025, with a submission deadline of February 25, 2025.
Contractors interested in this opportunity are invited to submit a capability statement to brian.j.welch@usace.army.mil by 10:00 AM Central Standard Time on the specified date. The specific generators of interest are 2750kW and 1750kW Cummins models, and the notice emphasizes that all responsible sources may submit a capability statement for consideration. This is not a formal request for proposal, but rather a preliminary notification seeking potential contractor capabilities. The procurement falls under the Commercial and Institutional Building Construction NAICS category (236220) and is specifically for construction of administrative facilities and service buildings. Importantly, there is no specific set-aside for this contract, which suggests open competition among qualified contractors who can meet the technical and operational requirements for the generator procurement.
