About this opportunity

The U.S. Geological Survey's Upper Midwest Environmental Sciences Center issued this Sources Sought Notice to conduct market research on software vendors capable of providing GIS, modeling, and statistical analysis services under NAICS code 513210. The procuring agency seeks software solutions for quality assurance and quality control operations on large-scale geospatial datasets, including 3D point cloud visualization, point classification, breakline creation, volumetric analysis, and automated feature extraction. Key requirements include compatibility with Esri's ArcGIS Pro, the ability to process raw lidar and bathymetric data from specialized equipment such as the SonTek M9, PingDSP, Pegasus:Lidar Backpack, and Norbit Multibeam Echosounder, and capability to generate deliverables such as surface models, digital elevation models, hillshades, and contours. Interested vendors must submit responses by April 27, 2026 at 12:00 p.m. MST to Kekila_Keuma@ios.doi.gov and must include firm name, address, phone number, SAM UEI Number, a capability statement detailing relevant recent performance, and size status documentation. This notice is not a formal solicitation but rather a market survey; any subsequent solicitation will be posted on the Federal Business Opportunities website.

This is a non-set-aside procurement open to small businesses meeting the $47 million Small Business Size Standard, with particular interest in responses from Indian Small Business Economic Enterprises, SBA-certified HubZone firms, SBA 8(a) program participants, and Service-Disabled Veteran-Owned small businesses. No specific award value or contract budget range is disclosed in this Sources Sought Notice, as the announcement is designed to assess vendor capability and market interest rather than announce a formal procurement action. The notice does not identify any incumbent contractors or prior award recipients. Prospective vendors should note that all costs associated with responding to this Sources Sought request are the responsibility of the vendor, and submission is entirely voluntary. The government reserves the right not to issue a subsequent formal solicitation based on responses received.
