About this opportunity

The Department of Energy's Office of Fossil Energy is seeking a custom computer programming solution for crude oil blending simulation software that can more accurately estimate oil blend properties compared to traditional algebraic methods. The procurement will focus on acquiring advanced software with sophisticated simulation capabilities designed to support petroleum industry engineering and analysis needs. The pre-solicitation notice indicates the agency is targeting comprehensive software that provides robust support, training, and technological capabilities for oil blending estimation. While specific evaluation criteria are not explicitly detailed in the pre-solicitation notice, the technical complexity suggests potential emphasis on software accuracy, simulation fidelity, and alignment with fossil energy research requirements. The opportunity is currently posted with a response deadline of April 15, 2025, giving potential vendors approximately one week to prepare and submit initial responses or indications of interest.

This contract opportunity is designated as a total small business set-aside, meaning only small businesses within the Custom Computer Programming Services NAICS category (541511) are eligible to compete. The procurement falls under the Information Technology and Telecommunications Business Application Development Software as a Service product service code (DA10), suggesting a cloud-based or software-as-a-service delivery model. While specific budget ranges are not disclosed in the pre-solicitation notice, the specialized nature of the software and its focus on advanced oil blending simulation implies a potentially significant investment. The contract appears targeted at providing a comprehensive software solution that can dramatically improve the accuracy of oil blend property estimations, which could have substantial value for energy sector research and development. The procurement aligns with the Department of Energy's ongoing efforts to enhance technological capabilities in fossil energy analysis and modeling.
