About this opportunity

This pre-solicitation notice concerns snow removal services at the Sault Sainte Marie Land Port of Entry in Michigan, where the International Bridge crosses the St. Mary's River between the United States and Canada. The U.S. Customs and Border Protection (CBP), operating under the Department of Homeland Security, is seeking to procure comprehensive snow removal services for the toll lanes and inspection areas of this critical border crossing facility. The contractor must provide all management, supervision, labor, materials, supplies, repair parts, tools, and equipment necessary to maintain snow-free conditions across the five toll lanes and inspection areas. A critical requirement is that the contractor must respond to all snow events within 15 minutes of notification, operating 24 hours per day, 7 days per week, 365 days per year to ensure CBP can maintain safe and secure operations and unobstructed traffic flow. This acquisition is being pursued under FAR 6.103-1 (only one responsible source procurement) because the Michigan Department of Transportation (MDOT) is the only entity sufficiently equipped to provide the required level of concurrent service across all five toll lanes and inspection areas with the mandated response time. No formal solicitation will be issued as this is informational notice only. The pre-solicitation notice was posted on April 7, 2026, with an updated notice on April 9, 2026, and no specific deadline for questions or responses is provided in this preliminary announcement.

This contract carries no set-aside designation and is designated for MDOT as the only responsible source capable of fulfilling the government's requirements. The performance period has been updated to reflect a 10-year total period, presumably structured as an initial base year with multiple option years to ensure continuity of critical border security operations. No specific award value or budget range is disclosed in this pre-solicitation notice. The contract will be classified under NAICS code 561790 (Other Services to Buildings and Dwellings) and PSC code S218 (Housekeeping—Snow Removal/Salt). Since this is a pre-solicitation notice issued under RFO 6.103 with no solicitation to follow, potential contractors outside of MDOT should not expect an opportunity to submit proposals, as this acquisition has been predetermined to be awarded to the single responsible source already serving in this capacity.

Update #2 · Latest ·

UPDATED 4/9/2026 TO REFLECT A 10 YEAR PERIOD OF PERFORMANCE

THIS IS A PRE-SOLICITATION NOTICE ONLY.
NO SOLICITATION WILL BE POSTED IN ACCORDANCE WITH RFO 6.103.
THIS IS FOR INFORMATIONAL PURPOSES ONLY.
NO OFFERS WILL BE ACCEPTED.

The purpose of this acquisition is to procure Snow Removal Services at the Land Port of Entry, 934 International Bridge Plaza, Sault Sainte Marie, Michigan. The contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, and equipment to provide full Snow Removal services for the toll lanes and inspection areas at the International Bridge that crosses the St. Mary’s River between Canada and the United States.

This requirement is being solicited under RFO 6.103, Only one responsible source and no other supplies or services will satisfy agency requirements.

The requirement is being solicited under FAR 6.103-1 because the territory in which the government is requiring service is co-located with land owned by the International Bridge Authority, which is maintained by the Michigan Department of Transportation (MDOT). A requirement of this contract is the contractor must respond to all snow events no later than 15 minutes after notification, 24 hours per day, 7 days per week, 365 days per year, so that the Customs Border Patrol (CBP) can provide a safe, high security area for travelers and maintain a safe area for staff to work. It is critical that the 5 toll lanes and inspection areas are concurrently kept clear from snow at all times and do not inhibit the flow of traffic: thereby allowing CBP to do their jobs as quickly and efficiently as possible. Since MDOT is fully equipped for this service at this location, they are currently the only responsible source to fulfill the government’s need within the required timeframe, with full service every minute of the night and day, across 5 toll lanes as well as all inspection areas of the Land Port of Entry, concurrently.

The performance period for this requirement will be a one-year base with nine one-year options, with an option to extend an additional 6 months. The estimated start date is November 1, 2026.

The 2022 North American Industrial Classification System (NAICS) code applicable to this project is 561790 with a size standard of $9 Million. This will be a negotiated, best value procurement and will result in a Firm Fixed Price contract.
