About this opportunity
The U.S. Coast Guard is conducting market research through this Sources Sought Notice for comprehensive snow removal services at the Coast Guard Academy in New London, Connecticut. The Department of Homeland Security's Coast Guard requires a contractor to provide snow plowing and salting services for Academy roads, driveways, parking lots, and the specialized Cadet Memorial Field during winter months. Key performance requirements include responding to snow events within one hour of notification, continuously clearing and treating paved surfaces during precipitation, and completely clearing all designated areas after snowfall ends. The contractor must use specialized techniques for the synthetic turf Cadet Memorial Field, leaving approximately 1/4 inch of snow to prevent surface damage, while the government will provide road salt and the contractor must furnish all labor, equipment, and supervision. Performance evaluation will be based on response time, road clearance effectiveness, field snow removal quality, project manager availability, and on-site supervisor performance, with potential positive or negative past performance ratings serving as incentives or consequences. Interested vendors must submit capability statements responding to the Performance Work Statement and provide Rough Order of Magnitude pricing estimates using the government's template by July 1, 2025.
This procurement opportunity does not utilize any set-aside designations and no current incumbent contractors are identified in the documentation. The contract structure includes a base year beginning September 1, 2025, with four additional one-year option periods, potentially extending services through August 31, 2030, for a total possible contract duration of five years. The scope encompasses multiple designated snow removal areas throughout the Academy campus, including primary and secondary roads, numerous parking lots, loading docks, housing units, access gates, and critical facilities like the Child Development Center. Contractors must maintain detailed logs of arrival times, driver assignments, and systematic completion of each designated area according to the comprehensive checklist provided. The Flagpole parking area requires specific clearing before 7:30 AM and at sunset, while contractors must ensure trash hauler access remains unblocked and coordinate with the designated Snow Removal Officer for proper check-out procedures. No specific budget ranges or award values are disclosed in this market research phase, as the government is seeking to determine availability and approximate pricing from potential vendors.
