Great Smoky Mountains National Park: SMOKEMONT MANHOLE RELINING:
THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Great Smoky Mountains NP (GRSM) will be contracting for all labor, supplies, services, and materials required to raise manholes to grade, clean and coat in accordance with OBIC multi-layer Polyurea Coating system BRAND NAME or equivalent to Manufacturer¿s Instructions ensuring no infiltration from surface or subsurface water sources. The contractor shall also provide all equipment required to pipe burst the existing 6¿ waste collection lines replacing those lines with 8¿ HDPE piping in accordance with National Association of Sewer Service Companies Organization (NASSCO) and International Pipe Bursting Association (IPBA) Pipe Bursting Gravity Sewer Mains with HDPE Pipe Suggested Standard Specifications.
The manholes are comprised of a mix of newer precast concrete and old terra cotta and brick; over time these have cracked and failed in numerous areas. Water intrusion in the lines from groundwater leaching into the system is overloading the capacity of the municipal system that serves Smokemont, leading to pooling waste and storm water in the campground and picnic areas.
Location: Great Smoky Mountains National Park:
The Smokemont Campgrounds are located on the inbound leg of SR441 3.7 miles North of the Oconaluftee Visitor Center and are accessed by the Smokemont Road. The Smokemont Campgrounds are in the southeastern portion of the Great Smoky Mountains National Park. Smokemont Campground has 142 campsites in four campsite loops, A & B Loops are open year round, C Loop is open from 3/5 -10/31, D Loop is open from 5/14 -10/31. The wastewater plant at Smokemont was closed down several years ago as the Cherokee tribe allowed the park service to tap into their municipal system; however, the distribution and collection lines still belong to the National Park Service.
This proposed acquisition will be 100% small business set-aside procurement.
The NAICS code is 237110 Water and Sewer Line and Related Structures Construction, and the size standard is $36.5 million.
In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between
$ 100,000.00-200,000.00
This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.beta.sam.gov.
