About this opportunity
The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Combat Capabilities Development Command - Armament Center (DEVCOM-AC) at Picatinny Arsenal, intends to procure annual software licenses for SmartUQ v.10.1 or higher, along with associated maintenance and support services. This pre-solicitation notice indicates the government's intent to award a sole-source contract to SmartUQ, LLC based on the company's unique capability to provide specialized statistical software for uncertainty quantification, design of experiments, sensitivity analysis, and inverse analysis. The procurement will be conducted under simplified acquisition procedures pursuant to FAR Subpart 13.501(a)(1)(ii) and Title 41 U.S.C. 1901. While this is a sole-source acquisition, the government invites all responsible sources to submit capability statements or quotations by March 6, 2026 at 3:00 PM EST for consideration. Questions and responses should be directed to Roseanne Hooven, Contract Specialist, or Gloria Thoguluva, Contracting Officer, with the deadline of March 6, 2026.
This procurement carries no set-aside designation and represents a continuation of the previous contract with SmartUQ, LLC, which expired on February 4, 2026. The contract will consist of one base year (February 28, 2026 through February 27, 2027) plus four one-year option periods, extending the total period of performance to five years through February 27, 2031. The requirement includes 13 LAN licenses with comprehensive support services including patches, updates, maintenance, license key distribution, installation troubleshooting, and technical assistance. The specific contract value is redacted in the public documentation, though the effort will be fully funded using FY 2026 Research, Development, Test and Evaluation (RDT&E) funds. Market research conducted in summer and fall 2025 confirmed no competing vendors capable of providing SmartUQ's integrated feature set, making this sole-source procurement the only viable option to meet DEVCOM-AC's specialized technical requirements.
