About this opportunity
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to award a Blanket Purchase Agreement to the Washington Metropolitan Area Transit Authority for the Smart Benefits Transit Benefit Program. This sole-source procurement is authorized under a federal statute that allows executive departments to participate in public transportation incentive programs. The opportunity involves providing transit benefits to NASA employees, with interested organizations invited to submit capability statements that include company details, contact information, and relevant qualifications. All submissions must be received by 4:00 p.m. Eastern Standard Time on December 11, 2024, and will be evaluated to determine whether the procurement will be conducted on a competitive basis. Potential vendors must submit all communications in writing, with technical and contractual questions directed to Dorrence.A.Levy@nasa.gov no later than three days from the posting date.
The pre-solicitation notice indicates no specific set-aside status for the contract, and no specific award value is mentioned in the document. The procurement falls under the NAICS category 485111 for Mixed Mode Transit Systems and PSC category V119 for Transportation/Travel/Relocation services. While the notice suggests a sole-source approach with the Washington Metropolitan Area Transit Authority, it also leaves open the possibility of competitive evaluation based on submitted capabilities. The contract appears to be part of a federal program supporting employee use of public transportation, with the potential duration and exact scope to be determined through the submission and review process. Interested parties are advised that the government retains full discretion in determining the procurement method and has provided an ombudsman contact for additional guidance if needed.
