About this opportunity
U.S. Customs and Border Protection (CBP) is seeking a contractor to provide comprehensive training services for Small-Scale, Handheld, and Chemical Identification Equipment used in Non-Intrusive Inspection (NII) programs. The agency is currently issuing a Request for Information (RFI) to identify potential vendors capable of delivering at least 100 training credits across 13 specific technical courses, including specialized operator training for devices like Gemini, MX908, TruNarc, and ThruVision TAC16. Interested vendors must submit an 8-page capabilities statement demonstrating their ability to meet training specifications, along with pricing information, by March 5, 2025, at 11:00 AM ET. Responses must be emailed to specified CBP contacts, with questions to be answered via addendum on SAM.gov. The training will involve 16-hour instructional sessions at various CONUS and OCONUS locations, covering multiple technical equipment types used in border inspection and screening processes.
The contract will be structured as a Blanket Purchase Agreement with a base period from April 30, 2025, through April 29, 2026, and potential extension through four additional one-year ordering periods until April 29, 2030. While there is no specific set-aside designation for this opportunity, the training will accommodate class sizes ranging from 12 to 40 students depending on the specific course type. Contractors must provide comprehensive training materials, training aids, consumables, and maintain an electronic record-keeping system for course rosters and evaluations. The vendor will be responsible for providing vetted instructors with maintained email addresses and producing biweekly performance dashboards and monthly reports tracking training credit utilization. All training materials and products will become U.S. Government property upon delivery and acceptance, with the contractor required to support CBP's NII program training requirements across multiple technical detection and identification platforms.
