About this opportunity

The Walter Reed Army Institute of Research (WRAIR) is issuing a Request for Information for small molecule compound library storage and management services, with a capabilities-statement due date of July 22, 2026. This RFI is for information and market research purposes only; no contract will be awarded pursuant to this announcement.

WRAIR seeks to transition storage of its small molecule compound library currently maintained at Specs Chemical Services, LLC in Cumberland, Maryland. The collection comprises approximately 400,000 samples with nearly 300,000 unique chemical structures; WRAIR plans to optimize and downsize to 25,000 compounds for active research plus up to 3,000 supporting compounds. The contractor must store up to 28,000 containers of the optimized screening library, manage approximately 100,000 containers awaiting disposal through March 2027, and handle up to 25,000 containers designated for special projects.

Required services include receiving approximately 500 new compounds annually; preparing and shipping up to 1,000 compounds annually to CONUS and OCONUS locations; maintaining a Laboratory Information Management System with monthly inventory updates; conducting quarterly chemical evaluations for regulatory and safety compliance; and providing plating services including solubilization, QC analysis via LC/MS, and reformatting for up to 65,000 samples across three projects. The contractor must comply with EPA, RCRA, DOT, and Maryland regulations governing chemical storage and hazardous materials shipment and maintain necessary licenses and permits.

The contract period runs from December 10, 2026 through June 9, 2028, with a base year, two option years, and a six-month transition period. Capabilities statements not exceeding five pages are due by 10:00 AM EST July 22, 2026, submitted via email to sharew.hailu.civ@health.mil and jaclyn.p.diaz.civ@health.mil. Respondents not currently serving as the storage contractor should address transition methodology, segregation of inventory, access to contractor-controlled facilities, regulatory compliance, safety measures, cost, and schedule impacts.

Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.

RFI QUESTION: If your firm is not the current storage contractor, describe how your firm would accomplish transition of the storage requirement while the chemical inventory remains co-located and intermingled with materials subject to the ongoing disposal contract at a contractor-owned facility. Adress any assumptions regarding access to contractor-controlled property, segregation of inventory, transfer of custody, schedule, cost, regulatory compliance and safety.
