About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) Human Systems Division is conducting market research for a small form factor water desalination system intended for aircrew survival kits across all aircraft platforms. The Sources Sought Synopsis (SSS) aims to identify potential vendors with expertise in water desalination and purification technologies capable of meeting specific Air Force requirements. Key contract objectives include developing a water desalination capability that can provide a reliable water supply for an Isolated Person for up to 14 days, with a threshold water production rate of 1 liter/day and an objective rate of 3 liters/day. Potential vendors must be registered in the System for Award Management (SAM) and provide detailed information about their technical capabilities, including in-house manufacturing capacity, product shelf life, and technical data rights. Responses are due by 12:00pm EST on June 25, 2025, and must be limited to 20 pages, with the government emphasizing that this is a market research tool and does not constitute a formal solicitation.

The procurement is not set aside for any specific business classification, though vendors are asked to provide their business classification using NAICS Code 325998 for All Other Miscellaneous Chemical Product and Preparation Manufacturing. The initial procurement is estimated at 4,100 production units and 50 test units, with the system required to fit within a 103.74 cubic inch space and be deployable with one hand. The solution must be operable in seawater and compatible with existing seat survival kits without displacing critical life-saving equipment. While no specific award value is mentioned, the government is seeking innovative solutions that can be integrated into survival environments across complex and contested operational scenarios. The desalination system must support aircrew who may become isolated, with potential technical approaches including mechanical, chemical, electrical, or atmospheric desalination methods.

Notice text

This announcement constitutes a Sources Sought Synopsis (SSS) only. The Air Force Life Cycle Management Center (AFLCMC) Human Systems Division (AFLCMC/ROU) is conducting a market assessment to identify potential sources and companies that may possess the expertise, capabilities, and experience with water desalination and purification (desal) to meet AF requirements. AFLCMC is issuing this SSS to explore cost-effective options to provide this capability and to obtain valuable feedback regarding the attached System Requirements Document (SRD).

This SSS in no way obligates the Government and is intended to be a market research tool to benefit both members of the DoD and industry representatives.
