About this opportunity
The U.S. Army Corps of Engineers, New England District (NAE) has published a Special Notice for a Small Business Construction Multiple Award Task Order Contract (MATOC) to support construction services across the New England and North Atlantic Division areas of responsibility. This indefinite delivery/indefinite quantity contract opportunity, with solicitation number W912WJ26RA007, is set aside exclusively for small businesses and was posted on December 4, 2025, with a submission deadline of January 30, 2026. The contract carries a total capacity of $90 million over a five-year performance period and falls under NAICS Code 236220 (Commercial and Institutional Building Construction), with a small business size standard of $45 million in annual revenue. The Army Corps of Engineers intends to award this MATOC to a target of five small business contractors to establish a responsive contracting mechanism for military facilities and government properties.
The primary objective of this MATOC is to create an efficient contracting vehicle capable of rapidly addressing late-emerging customer requirements, uncertain budgets, and year-end funding constraints while reducing acquisition timelines by 4-6 months. Task orders under this contract are anticipated to range from $500,000 to $10 million, though smaller or larger orders may be awarded, and will be negotiated on a firm-fixed-price basis covering Sustainment, Restoration and Modernization (SRM), Operations & Maintenance (O&M), and potential Minor Military Construction projects. Eligible contractors must be certified small businesses in the commercial and institutional building construction sector, and market research has indicated that interested small businesses possess the capability to perform the required work. The contract will support various military facilities including the U.S. Military Academy at West Point, Hanscom Air Force Base, Westover Air Reserve Base, and other installations throughout the region, with the contract structure designed to maximize small business participation and streamline the government's procurement process.
