About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Pearl Harbor is conducting market research to identify potential sources for a Small Boat Operator Training Course for Underwater Construction Team Two (UCT-2). The three-week training program will focus on tactical boat operations for maritime combat craft operators, with the capability to train up to 12 students on skills including mission planning, boat handling, communications, and navigation. Interested vendors must submit a capabilities statement not exceeding three pages, including specific details such as business size, CAGE code, DUNS number, and current Facility Clearance Level. Responses must be submitted via email to Lyle Perez by May 2, 2025, with the understanding that this is a Request for Information (RFI) and not a formal solicitation. The government will use these submissions to determine whether to proceed with a competitive procurement, with the evaluation focused on the vendor's ability to meet the comprehensive training requirements outlined in the Statement of Work.
The pre-solicitation notice indicates no specific set-aside for this opportunity, with the NAICS code 611710 for Educational Support Services and a small business size standard of $24 million. The training will be conducted in Port Hueneme, California, and around San Clemente Island, with specific dates to be determined. Contracted instructors must meet rigorous qualifications, including boat captain certification, US Coast Guard masters license, military training experience, and security clearance eligibility. While no specific award value is mentioned, the government seeks to develop a viable Request for Quotation (RFQ) that effectively communicates the training requirements. The course is designed to address a critical gap in Navy-owned training programs, with a minimum class size of 6 students and a maximum of 12, focusing on preparing UCT-2 detachments for complex maritime operations.
