The Department of Agriculture Agricultural Research Service seeks quotations for one small batch seed treater with responses due September 11, 2026, at 4:00 PM Central Time and questions due September 8 at 3:00 PM Central Time. Place of performance and delivery is Urbana, Illinois. The treater must accommodate seed quantities from 50 to 500 seeds, apply rapid and thorough liquid coating treatment (fungicide/insecticide) with complete post-treatment drying, enable single-handling of treated seed packets without employee contact with chemicals or seeds after processing, and provide automated treatment application with simple end-of-day cleaning. The equipment must be self-contained and not consume additional bench space. Delivery is required within 120 days of award on an F.O.B. destination basis.

Evaluation follows lowest price technically acceptable criteria, with award based on best value considering price, technical acceptability, and past performance. Payment will be processed through the Department of the Treasury Invoice Processing Platform. This is a rated order under the Defense Priorities and Allocations System per 15 CFR 700.

Questions and Answers.

Q1: Seed must be dry after treatment: We do not recommend drying the coated seeds within the seed treater as this causes the coating to wear away. 

A1: This is understandable; we don't want wet seed going in planting packets. We plant shortly after treatment (within a few days) and the coating isn't on long. 

Q2: Employees should not need to handle seed after treatment.

A2: A different way to say this could be "employees should not need to handle unpacketed, treated seed after treatment". We currently do have to do this, and it's the main reason I would like a seed treater, personal safety.

Q3: What kind of treatment are you planning to apply. Only one liquid per batch or several (how many) liquids per batch?

A3: We use one type of treatment only. It's a liquid treatment that dries on the seed (a coating of fungicide/insecticide) - a few days prior to planting. We only treat seed once.

Statement of Requirement

This requirement is for Small Batch Seed Treater in accordance with the attached Specifications.

Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1)). Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.ipp.gov.

Quotes are due no later than 4:00 pm Central Standard Time on Friday, September 11, 2026. Quotes must be submitted electronically, e-mailed to lynn.hults@usda.gov; no faxed or hard copy quotes are allowed.

Responses must include detailed specifications that show the capability of providing the required Small Batch Seed Treater. Quotes that merely offer to provide the equipment as described in the specifications without comparative specification will not receive further consideration for award.

The final day for question submission is 3:00 pm Central Standard Time on Tuesday, September 8, 2026.
