About this opportunity

The Department of the Navy's Naval Air Warfare Center Training Systems Division (NAWCTSD) is issuing a Request for Information (RFI) regarding the Small Arms Marksmanship Trainer (SAM-T) technology refresh and expansion at Naval Recruit Training Command (RTC) in Great Lakes, Illinois. The Navy seeks commercially available, untethered training systems that include firearms replicating the M18 service pistol in accordance with PRF 250070 and can support 120 firing lanes. Key objectives include determining whether contractors' Commercial Off-The-Shelf (COTS) solutions can accommodate the expanded 120-lane capacity within the existing footprint of the current 60-lane facility, as well as identifying any necessary facility and infrastructure modifications such as electrical, HVAC, or structural changes. The RFI encourages respondents to provide detailed assessments regarding scalability, space efficiency, and any constraints or modifications required to achieve the expansion goal. A building footprint drawing in PDF format has been provided to assist respondents in their feasibility evaluations. The response deadline for this RFI is December 22, 2025, providing industry stakeholders approximately two weeks to submit their input.

This pre-solicitation notice does not utilize any set-aside designations, meaning all eligible contractors may compete. No incumbent contractor or current award value is identified in this RFI stage, as the Navy is gathering preliminary market information to inform future solicitation strategy. The RFI does not specify an estimated contract value or timeline for award. The numerical focus centers on the expansion from 60 existing firing lanes to a planned capacity of 120 lanes while maintaining operation at the same facility location. As this is a pre-solicitation RFI rather than a formal competitive solicitation, responses will inform the government's requirements development and potential future solicitation approach for the SAM-T technology refresh initiative.
