About this opportunity

NASA Goddard Space Flight Center (GSFC) / Wallops Flight Facility (WFF) is seeking capability statements for a Small Aperture Mobile Telemetry Antenna System to support its Range Telemetry Modernization effort. The procurement involves one trailer-based small aperture mobile telemetry antenna system capable of operating in L/S/C band (designated MTM-6) and pricing for two additional medium gain mobile antennas (MTM-7 and MTM-8). The system must operate across multiple frequency bands, provide simultaneous RHCP and LHCP receive capabilities, and meet specific technical requirements including autotracking, remote monitoring, and comprehensive IT security compliance. The government will evaluate responses to determine the appropriate level of competition and potential small business subcontracting goals. All responses must be submitted electronically to Martin.E.Koerner@NASA.gov by 2:00 PM Eastern Time on January 28, 2025, referencing Notice ID 80GSFC4200892481.

The procurement is currently not set aside for any specific small business category, though NASA reserves the right to consider set-asides for Small, 8(a), Women-owned, Service Disabled Veteran, Economically Disadvantaged Women-owned, or HUBZone businesses based on responses received. The requirement is considered a commercial-type product as defined in FAR 2.101, with the systems expected to achieve 0.9995 inherent availability and have a 20-year service life. While specific award values are not disclosed, the procurement involves multiple mobile antenna systems with complex technical specifications including operation in sustained winds up to 40 mph, temperature ranges from -26C to 54C, and advanced tracking and control capabilities. The system must accommodate up to 12U of rack-mounted equipment and include comprehensive remote monitoring functionality. Interested parties from all socioeconomic categories, including Small Businesses, Historically Black Colleges and Universities, Minority Institutions, and underserved communities are invited to submit capability statements.
