The solicitation (FA8222-25-QLEAD) requires specific course materials including the SLII Experience, Building Trust, Leading People Through Change, and Team Leadership programs. Potential contractors must be registered in the System for Award Management (SAM), have a current SPRS NIST 800-171 DoD Assessment, and provide company details including CAGE code and DUNS number. The procurement will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with quotes due by 1600 MST on 12 May 2025. This is a sole-source procurement, with Ken Blanchard Company identified as the only viable vendor after comprehensive market searches through NASA SEWP and GSA 2GIT.
The contract is not set aside for any specific business category and will be a Firm Fixed Price contract with a performance period from 7 July 2025 to 6 July 2026. The total acquisition includes 120 SLII Experience Program Access materials, 60 Building Trust Participant Kits, 60 Leading People Through Change Participant Materials, and 60 Team Leadership Participant Materials. Delivery is expected within 60 days after receipt of order to Hill Air Force Base in Utah, specifically to Samuel Child. While the exact contract value is redacted, the government has invested significant resources in this leadership training program, including certifying three instructors and spending 240 hours on personnel training. The place of performance is Hill AFB, UT 84056, and the government reserves the right to award on a multiple award or all-or-none basis.
