About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice to negotiate a sole-source contract with Sky-Drones Technologies Ltd out of London, UK for the procurement of two Skylane UAS drones and accessories. This sole-source determination is based on NOAA's requirement that Sky-Drones is the only manufacturer of the specific equipment needed to support the intended sensor payload and mission requirements.
The purpose of this Special Notice is to provide an opportunity for other firms that believe they can fully meet the government's requirements to submit substantiating documentation within 15 days. NOAA will evaluate any responses solely to determine whether to conduct a competitive procurement. The Skylane 350 drones are needed to support NOAA's mission and must be delivered by September 1, 2024 to Ann Arbor, MI. This Special Notice is not a request for competitive proposals, and no solicitation package is available. Oral communications are not acceptable in response to this notice.

***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, OCEANIC AND ATMOSPHERIC RESEARCH (OAR), GREAT LAKES ENVIRONMENTAL RESEARCH LABORATORY (GLERL), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITHSKY-DRONES TECHNOLOGIES LTD OUT OF LONDON, UK FOR 2 SKYLANE UAS DRONES AND ACCESSORIES.
***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT SKY-DRONES IS THE ONLY MANUFACTURER OF THIS REQUIRED EQUIPMENT AND HAVE NO RESELLERS. THIS DRONE MEETS THE NEED FOR A HIGHER CAPACITY PAYLOAD, EXTENDED FLIGHT TIME, NOAA APPROVED, AND SENSOR CUSTOMIZABLE PLATFORM. THE FLEXIBILITY OF THE SKYLANE 350 IS NOT A FEATURE OFFERED BY ANY OTHER DRONE MANUFACTURER THAT PROVIDES A PLATFORM CAPABLE OF SUPPORTING THE INTENDED SENSOR PAYLOAD. MAJORITY OF DRONES ARE INTENDED FOR VIDEOGRAPHER AND ARE ALREADY INTEGRATED TO A PARTICULAR CAMERA SYSTEM. INTEGRATION OF THE SPECTRAL SENSORS WOULD REQUIRE EXTENSIVE ADJUSTMENTS TO THE PLATFORM AND WOULD DELAY THE MISSION. THESE ARE TO BE DELIVERED BY 9/1/2024 TO ANN ARBOR MI.
***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
