About this opportunity

The Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC) has issued a Notice of Intent to Award a sole source contract to Skookum Services, LLC for two specialized RAM Target vehicles. This Special Notice, posted on July 27, 2025, explicitly states that it is not a request for competitive proposals but rather an announcement of FLETC's intention to negotiate directly with Skookum Services under FAR Part 13. The acquisition is being conducted under FAR Part 12 for commercial items and falls under NAICS code 811121 (Automotive Body, Paint, and Interior Repair and Maintenance) with a small business size standard of $9 million. The procurement is classified as a sole source award because Skookum Services is identified as the only responsible source capable of providing these specific vehicles. The notice incorporates provisions and clauses from Federal Acquisition Circular 2025-04.

The purpose of this procurement is to acquire specialized RAM Target vehicles for FLETC's Driver and Marine Division (DMD) Advanced Driver Training programs. These vehicles are specifically engineered to withstand 3,000-5,000 strikes before requiring replacement and feature precise weight and balancing specifications to simulate realistic training scenarios that officers might encounter in the field. Although this is a sole source procurement, the government has provided an opportunity for other parties to submit capability statements, including technical data and cost information, by the July 28, 2025 deadline to demonstrate their ability to provide equivalent products. Any responses received will be considered solely to determine whether a competitive procurement should be conducted instead. The justification for sole source procurement is based on market research confirming that only Skookum Contract Services can manufacture these specialized training platforms, having previously supplied similar vehicles to the U.S. Department of State.

The special purpose, specifically designed RAM Target vehicles, are for FLETC DMD Advanced Driver Training. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
