About this opportunity
The U.S. Army Corps of Engineers, Portland District issued a Special Notice on May 20, 2026 announcing its intent to conduct a sole-source contract award to Tetra Tech, Inc. for updated design services on the Skamokawa pile dike system repairs, with a response review date of June 4, 2026. This is a non-competitive acquisition conducted under 10 U.S.C. 3406(c)(2), and no solicitation will be posted.
Tetra Tech, the original Designer of Record, is the only source capable of providing the required services due to the unique and highly specialized nature of the design and the continuity required for the project. Tetra Tech previously completed Plans and Specifications and a Design Documentation Report submitted to USACE in March 2025; environmental reviews caused delays that resulted in the design expiring after six months under agency work instructions. USACE now requires updated surveys to finalize the P&S package and update the Design Documentation Report to reflect any design modifications made during finalization. This updated package will enable advertisement, contractor selection, and execution of a construction contract. Optional work includes hydraulic modeling updates, topographic and bathymetric surveys, an additional round of BCOES review, and project team meetings. The requirement is classified under NAICS 541330 (Engineering Services) and PSC C212 (Architect and Engineering—General: Engineering Drafting).
