About this opportunity

The Army Contracting Command-Aberdeen Proving Ground seeks innovative commercial solutions to capture body and foot measurements using automated, non-contact methods and translate those measurements into recommended standard Army uniform and footwear sizes, with solution briefs due October 23, 2026 at 10:00 AM ET (amended from October 20). The procurement is issued as a Call for Solutions under the Army Open Solicitation W9128Z-25-S-A002 and is not set-aside.

Place of performance is United States, spanning four accession pipelines: Initial Entry Training Soldiers at Military Entrance Processing Stations, United States Military Academy Cadets, Senior Reserve Officers' Training Corps Cadets at civilian universities nationwide, and in-service Soldiers for pre-deployment equipment issue.

Required capabilities include body and foot scanning via automated, non-contact methods; accurate translation of measurements into Army uniform and footwear sizes with documented, reviewable methodology; production of exportable Soldier-level records integrable with Army Vantage and the Soldier Equipping and Asset Management system; compliance with DoD Risk Management Framework requirements and Impact Level 5 certification; Section 508 accessibility standards; hardware-agnostic architecture avoiding proprietary single-source device dependency; and exclusive Government ownership of all Soldier and Cadet sizing data. Solutions must support dual operational modes: on-site high-throughput batch processing at MEPS and Initial Entry Training Reception facilities, and remote self-assessment via mobile devices for geographically dispersed individuals. Desired attributes include high-throughput performance, comprehensive automated security audit logs, and demonstrated prior large-scale body-scanning deployment experience with proven accuracy rates.

The Government anticipates awarding up to approximately three small pilot contracts for operational fit and accuracy validation. Phase 1 evaluation prioritizes Technical Merit, Schedule, and Viability; Phase 2 (pitch) and Phase 3 (detailed proposal) requirements will be provided to selected companies in subsequent invitation letters. No funding cap has been established for pilot awards. Questions are due October 13, 2026 at 10:00 AM ET. The NAICS code is 541512, Computer Systems Design Services.

                                                                          Sizing Technology Pilot

This Call for Solutions (CFS) is issued under the Army Open Solicitation (AOS) W9128Z-25-S-A002.

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) on behalf of the Headquarters Department of the Army (HQDA), G-4, is seeking innovative solutions capable of accurately capturing both body and foot measurements using automated, non-contact methods and translating those measurements into recommended standard Army uniform and footwear sizes.

The Army faces a significant challenge in accurately and efficiently outfitting personnel throughout their careers. The current reliance on manual tape measurements at accession points creates logistical bottlenecks, high rates of uniform/boot returns, and provides no mechanism for capturing changes to a Soldier's sizing data over time.

The objective of this CFS is to identify and evaluate mature commercial technologies for a Sizing Technology Pilot.

The Call for Solutions document titled “Attachment 1 - CFS HQDA-G-4_26_01 Sizing Technology Pilot” outlining the full problem statement, required and desired solution attributes, submission requirements, and evaluation phases/criteria, can be found in the "Attachments" section below.

The deadline to submit questions for this CFS is 13 October 2026 at 10:00 AM ET. All questions must be submitted via email to the POCs listed in this notice with the following subject line: "CFS HQDA-G-4_26_01 Sizing Technology Pilot"
