About this opportunity
NASA's Shared Services Center announced on September 29, 2026 a sole-source procurement intent for six-degree-of-freedom 10,000 lbf thrust measurement system load cells, with the deadline to submit capability statements by October 1, 2026 at 3:00 p.m. Central Time. The notice invites competing vendors to demonstrate qualifications; NASA will evaluate responses solely to determine whether to conduct this procurement competitively, and retains discretion to proceed with sole source to INTERFACE INC or convert to full and open competition.
The requirement covers design, fabrication, calibration, and delivery of sixteen load cells—fourteen with 3,000 lbf capacity and two with 10,000 lbf capacity—to support hot-fire testing of liquid rocket engines at NASA's Marshall Space Flight Center. All hardware must deliver within 15 weeks of contract award and meet stringent accuracy specifications including 0.03% FS static error band, 0.035% FS nonlinearity, and 0.04% FS hysteresis, with temperature compensation across +15°F to +115°F operating range.
Eligible contractors must be original equipment manufacturers, perform a minimum of 75 percent contract value in-house, hold active ISO 9001 certification, and demonstrate three prior similar programs within five years. Submission of capability statements—not quotes—is required in writing to Cody Guidry, Procurement Specialist II, at Cody.d.guidry@nasa.gov, referencing the notice ID. Performance occurs at MSFC, Huntsville, Alabama under FAR Part 12 commercial items procedures. NAICS 334519.
