About this opportunity

The United States Department of Agriculture (USDA) Office of Operations is conducting a Sources Sought notice for a construction project at the Jamie L. Whitten Building, seeking small business contractors to perform sink hole repair and perimeter security enhancements. The project requires furnishing labor, materials, equipment, and supplies to complete comprehensive site work including excavation, road reconditioning, asphalt pulverizing, aggregate placement, paving, bollard installation, and parking lot markings. Potential offerors must demonstrate successful experience in large sinkhole repair and parking lot asphalt work, with specific capabilities to navigate Washington Metro (WMATA) construction and permit requirements. Interested small businesses are required to submit responses via a Microsoft Form, with optional capabilities statements to be emailed to specified USDA contacts by June 16, 2025. Potential contractors, especially Section 8(a) businesses, are encouraged to participate in this market research effort, which will help inform the government's acquisition strategy.

The pre-solicitation notice indicates no specific set-aside designation, with the government's cost estimate ranging between $1 million to $5 million for the project. The performance period is anticipated to be 180 days, though this timeline is considered negotiable. The project is located at Lot #9, a parking area bound by the People's Garden, 12th Street, the Whitten Building, and Independence Avenue in Washington, D.C. Submission of responses is voluntary and will not guarantee future solicitation participation, but the information gathered will significantly influence the acquisition approach. The government retains sole discretion in determining whether to compete the proposed contract action and is not obligated to reimburse any costs associated with responding to the sources sought request. Potential offerors should note that this notice does not constitute a commitment to issue a solicitation or award a contract.
